Solana SIMD-0649 Proposal Closes Without Merge

Solana (SOL) Editor: Eugene Serbin

Coinlive.me reports that Solana’s SIMD-0649 governance proposal closed without a merge on September 25, 2026, four days after it opened. The pull request record confirms that merged_at is null, meaning the change was not adopted into the protocol. The proposal would have made non-increasing priority order within each EntryBatch a block-validity rule.

Jacob Creech stated the PR was closed pending more discussion and that more ACKs from client developers were needed. The SIMD bot records that a proposal requires at least one approval from an Anza team member and one from a Firedancer team member before it can be merged. SIMD-0649 did not reach this threshold, so the outcome for protocol state is identical to a rejection: nothing changes.

A closed-without-merge status means the proposed rule change carries no implementation obligation. It may be revised, resubmitted, or abandoned entirely. The proposal acknowledged that block producers would still control transaction inclusion and EntryBatch boundaries.

Fee-priority mechanisms govern how transactions are ordered and selected for inclusion in blocks. SOL was trading at $123.17, up 1.63% over the prior 24 hours, with a market capitalization of approximately $72.4 billion. The broader crypto market Fear & Greed Index stood at 70, in “Greed” territory.

Whalio data shows SOL trading at $121.99, with a 1-hour buy ratio of 54.9% compared to a 24-hour average of 51.9%. This indicates that short-term buying pressure is building relative to the daily trend. However, the 4-hour buy ratio has dropped to 46.7%, suggesting that this recent surge in buying is fading over a slightly longer timeframe. The 1-hour volume delta is positive at +$830,462, while the 4-hour delta is negative at -$2,586,261. Volume delta measures the net difference between buy and sell volume, so a positive number means buyers are dominating the flow. Over the last 24 hours, the cumulative volume delta stands at +$11,831,123, indicating sustained net buying pressure throughout the day.

The latest daily buy ratio of 48.8% sits at the 27th percentile of the last 322 days, against a median of 50.0% - weaker buying than most days.

Over the preceding week, the 7-day average buy ratio was 51.3%, making today’s 24-hour ratio of 51.9% only slightly above average. The 24-hour spot volume of $318,882,945 represents 0.86x the weekly average, indicating a quieter trading day than usual. While the buy ratio is marginally higher than the weekly norm, the volume is notably lower. This suggests that while buyers are slightly more active than usual, the overall market participation is subdued. The coin has seen a price change of +9.7% over the last 8 days, with a total volume delta of +$92,442,229 for the period.
