Chelsea USDC Jersey Sparks Hong Kong Regulatory Concerns

USDC (USDC) Editor: Eugene Serbin

news.bitcoin.com reports that Chelsea FC’s partnership with Circle has triggered uncertainty among fans in Hong Kong regarding the team’s new USDC-branded jersey. Under the Hong Kong Stablecoin Ordinance, which took effect in August 2025, wearing the jersey could theoretically constitute advertising an unlicensed stablecoin. While Circle UK Trading is regulated by the UK’s Financial Conduct Authority, USDC is not issued by an authorized stablecoin issuer in Hong Kong, where only Anchorpoint Financial Limited and HSBC hold licenses.

The ordinance imposes fines of HK$50,000 and up to six months in prison for advertising unlicensed stablecoins. Danny, a fan who requested anonymity, stated he would not buy the jersey until the matter is clarified, asking, “If I wear it, who will enforce the law? Will I be arrested by police?” Hammer Chung, an apparel shop owner, questioned whether selling shirts with gambling logos faces similar scrutiny. Tanna Chong of VerifyVASP assessed that fans should have no problem wearing the jersey as they are not service providers, unless they are Circle employees instructed to target a Hong Kong audience.
