Circle USDC Redemption Delays Under MiCA Stress Rules

USDC (USDC) Editor: Eugene Serbin

cvj.ai reports that Circle’s MiCA redemption policy allows temporary delays for European USDC holders if reserves cannot be rebalanced between its French and U.S. issuers. Circle France handles redemptions for EEA holders, while Circle Internet Financial, LLC manages those outside the region, preserving the right to redeem at par under Article 49 of MiCA. Section 8.4 defines a Stress Event as a period where reserves cannot be rebalanced, allowing Circle to adjust processing and defer execution beyond ordinary timing.

Authorized crypto-asset service providers may face a temporary maximum redemption limit based on their total holdings, with excess requests deferred until stress resolves. Other EEA holders may have redemptions restricted to holdings identified as originating from USDC within the EEA before the stress. The policy, marked September 15, 2026, describes these adjustments as temporary and non-discriminatory.

Circle argues that restricting multi-issuance would push stablecoin use toward offshore providers. The European Systemic Risk Board previously recommended assessing barriers to reserve mobility and ensuring supporting institutions can promptly sell assets.

USDC trades at $1.00 with a 1-hour buy ratio of 51.7%, indicating slightly more buying than selling in the short term. However, the 4-hour buy ratio drops to 45.7%, suggesting that this buying pressure is fading over a longer timeframe compared to the 24-hour average of 49.8%. The 1-hour volume delta is positive at $6,389,150, showing immediate net inflows, but the 4-hour delta is significantly negative at -$56,314,152. This divergence means that while recent trades favor buyers, the broader recent trend has seen much larger net outflows. The 24-hour volume delta of -$4,110,749 confirms that net selling has dominated the full day. Cumulative volume delta shows a net outflow of -$24,876,179 by the close, highlighting sustained seller dominance.

The latest daily buy ratio of 50.2% sits at the 73rd percentile of the last 322 days, against a median of 48.4% - stronger buying than most days.

Over the preceding week, the average buy ratio was 48.4%, making today's 1-hour reading of 51.7% a slight increase of 1.4 points above the weekly norm. Spot volume today was 0.28x the weekly average, indicating significantly lower trading activity than usual. Only 1 of the past 7 days saw net buying, contrasting with today's mixed short-term signals. The 8-day volume delta total was -$643,899,716, showing that the recent period has been defined by substantial net outflows. This suggests that while short-term buying has emerged, the broader weekly context remains one of reduced volume and net selling.
